Supervisory Health Science Specialist

 

The position is Assistant to the Director, Northeast Program Evaluation Center an arm of the VA Central Office of Mental Health Operations. The

position is located at the West Haven campus of the VA Connecticut Healthcare System in West Haven, CT. Some of the duties include:

 

* The position makes major contributions to the design, formulation and implementation of the evaluation programs independently of supervision;

 

* The position is responsible for designing and implementing evaluations of the implementation and outcome of national programs; proposing and

overseeing the calculation of performance metrics for national mental health programs and for working to educate the field about mental health

policy, performance and the use and interpretation of program evaluation date;

 

* The position supervises students and post-doctoral fellows in research for their masters or doctoral dissertations;

 

* Consults with staff concerning evaluation design, assessment methodology, statistical analysis and reporting of results;

 

* The position will be in frequent contact with professional and non-professional staff at the national sites involved and must be knowledgeable

about clinical and administrative as well as research procedures to trouble shoot data gathering at those sites and to identify problems in program

operation at those sites;

 

* Develops standardized manuals and guidelines for collection procedures;

 

* Create procedures for ensuring the accuracy and validity of evaluation data;

 

* The position needs to be extensively familiar with research procedures and statistical methods to conduct data analysis, to recognize errors that

occur in data collection, to inform the Director of NEPEC about any problems that may arise and to propose methods for their solution;

 

* Develops performance standards for subordinates and oversee the development of performance appraisal plans for subordinate staff;

 

* Evaluates each employee's performance, counseling as necessary, assigning ratings and recommend awards and bonuses as appropriate;

 

* Educate mental health and administrative field staff in how to collect data and to assure that the data is gathered in a timely and accurate

fashion;
