The Assistant Secretary for Planning and Evaluation (ASPE) advises the Secretary of the Department of Health and Human Services on policy development in health, disability, human services, data, and science, and provides advice and analysis on economic policy. ASPE leads special initiatives, coordinates the Department's evaluation, research and demonstration activities, and manages cross-Department planning activities such as strategic planning, legislative planning, and review of regulations. Integral to this role, ASPE conducts research and evaluation studies, develops policy analyses, and estimates the cost and benefits of policy alternatives under consideration by the Department or Congress.
DUTIES:
•As the Director, Division of Data and Technical Analysis, supervise a staff of social science analysts, program analysts, economists, and statisticians on a variety of data and technical analysis issues critical to the development, evaluation, and implementation of human services programs and policies including those that address low-income families and at-risk children, youth, families, and individuals.
•Provide leadership and policy guidance to professional staff in the developing of plans and methodologies for research which would aid a broad range of policy initiatives and programs which affect low-income populations and human services programs such as child care, child support enforcement and Temporary Assistance for Needy Families (TANF).
•Define and structure high-priority, policy-focused topics for research, evaluation, and policy analysis to inform the development and progress policy initiatives, many of which are complex and cross-cutting, and make decisions about human services program and policy.
•Brief high officials on results of analyses and research the evaluation of programs and proposed policies. Communicate research findings to a range of stakeholders.
